Foral Treasuries Laboratory

The research project Documentation and Research Center on the Basque Economic Agreement and Foral Treasuries was founded in 2007 following the signing of a collaboration agreement between the Provincial Council of Bizkaia and the University of the Basque Country / Euskal Herriko Unibertsitatea. The Foral Deputations of Gipuzkoa and Álava have also signed agreements and contracts for the development of the Center’s objectives. The Center, in which the UPV/EHU Departments of Contemporary History (Leioa), Public Law (Leioa and Donostia), and Social Science Education (Vitoria-Gasteiz) participate and collaborate, has its headquarters open to the public at the UPV/EHU Faculty of Social Sciences and Communication (Leioa).

Since its creation, the Center has had a documentation service with the aim of compiling information, rationalizing, analyzing, and disseminating academic knowledge on the Basque Economic Agreement and Covenant Regime, regional finances, the Basque tax system, and, in general, systems of fiscal federalism or fiscal and financial decentralization.
